I'll answer that. Our exports primarily go to China. If China can't sell stuff to the US due tariffs, then they either sell cheaper to ROW or they stop importing.
America has invited higher tariffs from other countries, when or if their manufacturing industry kicks off, they will be competing with China. The real question IMHO is: Can US compete with China globally? Definitely not on price and technological advances in Cn mean well, they are either behind Cn or only marginally in front.
So effectively the US will be trying to out compete Cn globally on Cn's terms. That isn't shutting Cn out, it's opening the door for them with a beautifully crafted welcome mat in front of it.
The US has shot itself in the foot and the only thing holding it together is ideological similarities which isn't a strong bond when you consider how those similarities ended for their (US) friends.
