If you go back in time, RMS never had large proven resources, Zeppy just kept it a few years out in the direction of travel.
Probably use a lot of money and resources trying to get to ahead of them self.
Also imagine now, cut of grade may have been 1.5gt in 2020 and in 2025 may be 1.0gt (example). So would have been a waste of money anyway.
