Currently in Canada. But my reading of his words is they are trying to ascertain the most cost effective outcome for moving forward. To me they are wondering if spending the time & money on building a pilot plant will be worth it. Or whether they should just pull the pin & build the full scale production plant.
Building a pilot plant may just be an unnecessary time delay. Given what they already know about the deposit.
Maybe some of the major holders are starting to apply some pressure to get this into production.
Building a pilot plant may involve further dilution for little real gain. Building a full scale plant may be totally financed by loans or some off-take agreement. Which may result in little to no dilution at all ( i'm being optimistic there )
