No Kam, John the Baptist was not Elijah.

(John 1:19-21) This is the witness John gave when the Jews sent priests and Levites from Jerusalem to ask him: “Who are you?”  And he admitted it and did not deny it, saying: “I am not the Christ.”  And they asked him: “What, then? Are you E·liʹjah?” He replied: “I am not.” “Are you the Prophet?” And he answered: “No!”

The Jews had many misconceptions. Few had the humility to listen to a carpenter's son or later disciples of Jesus , because of their lowly station.

Jesus knew that Malachi’s prophecy[Mal 4:5,6] did not mean Elijah himself would come again, but that one like Elijah would come to do a work similar to that done by Elijah, a work of turning sincere Israelites to true repentance. This was the work that was foretold John the Baptist would do.

(Luke 1:15-17) for he will be great in the sight of Jehovah. But he must drink no wine or any alcoholic drink at all, and he will be filled with holy spirit even from before birth,  and he will turn back many of the sons of Israel to Jehovah their God.  Also, he will go ahead of him with E·liʹjah’s spirit and power, to turn back the hearts of fathers to children and the disobedient ones to the practical wisdom of righteous ones, in order to get ready for Jehovah a prepared people.”
