To further rebuff part of your post. That the SUM ground has Nb and Ta is undeniable, because a large part of the Equador Tenements are granted Mining Leases - and Nb and Ta has been mined there by small scale miners and concentrated by gravity means to an economic product. Also other valuable minerals used in ceramics manufacture were recovered.

A huge part of the appeal of Summit is the existing mining leases. All that is needed is approval of specific programs of work.
That the area covers 5 separate local 'parishes, if you like' has complicated the matter. It could be nothing more than minor matters which effect local people's everyday life which need to be resolved.
