EXTRACTIVE SECTOR - Reopening of Base Toliara envisaged
The Minister of Mines has suggested that Base Toliara's activities will resume next year. Debates between the project's supporters and opponents are still raging in Toliara.Finally, a clarification from the Malagasy mining administration. The Minister of Mines, Olivier Herindrainy Rakotomalala, clarified last Monday that two large mining operations are planned to open in 2025, as part of the implementation of the General State Policy. The Base Toliara project is one of the two major projects announced. However, he issued some "conditions" for this resumption. "The State has worked to ensure that all stakeholders benefit: grassroots communities, investors and the entire country. Coordination of actions and exchanges with investors and project leaders have been and will be intensified," the minister stressed.Various studies were deemed necessary to move the project forward towards resumption. The reasons for the suspension of Base Toliara activities in November 2019 include: the lack of effective involvement of local communities in the Ranobe ilmenite mining project, Toliara II; social conflicts resulting from the divergent positions of these communities; environmental issues, including the high risk of radioactivity impact; lack of respect for cultural and social issues; failure to take into account the real needs of local communities; unclear fiscal conditions and economic benefits for the country; and pressure from politicians and NGOs.LocalFishermen's associations have long categorically refused the project, which would use the waters of Andaboy in Toliara to build a jetty and a port. The health of the fish and the risk of reduced income motivated them. Communities directly affected by the exploitation in the communes of Ankilimalinike and Tsianisiha, Toliara II district, have also stood up against Base Toliara. The risk of malformation and the serious impact of extraction on women and children are and remain their arguments. The situation in the Anôsy region with the QMM project is put forward for comparison.
