    A deeply split United Nations Security Council is getting ready to debate a new resolution seeking UN backing for war on Iraq.

    In a rush of diplomacy, United States Secretary of State Colin Powell has shuttled between foreign ministers gathering in New York in a last ditch effort to win their backing ahead of the debate, to be preceded by a UN weapons inspectors report.

    Dr Blix will soon brief the Security Council on how the inspections in Iraq are going.

    But the US President, George W Bush, is convinced Iraq is not co-operating with inspectors, saying Iraqi authorities are bugging and threatening its scientists.

    "These are the actions of a regime engaged in a wilful charade," he said.

    "These are the actions of a regime that systematically and deliberately is defying the world. If the Iraqi regime were disamrming we would know it because we would see it."
