Standouts
Firstly, there is an allowance for an additional $5b for "planned replacement of equipment". This in my book means re-tooling for the next gen li-ion battery which most likely will not include graphite.
Secondly, there's a small grant of $1m to go towards battery research to a local Uni.
And thirdly, they require a road to be built to connect "Highway 50 to Interstate 80" which appears to cut the travel time to a lithium mine.
This reinforces their previously stated commitment to source their materials from North America which will of course include graphite for a few years until their next gen battery has been fully tested.
