In this article http://www.themercury.com.au/article/2009/12/22/117125_tasmania-news.html there is a discussion of Tasmanian Police Using an iPhone App to photograph car number plates & get real time feedback on the cars status - apparently had only been in use a few minutes & they found an unregistered car.
More to the point the general concept seems very close to something we all know about, ... though a bit frightening this iPhone App seems an afterthought mashed on to another recently introduced police system.
