Not to decent reasonable human beings. Nobody is going to just stand there while a hostile enemy is busily making the preparations they need until they're ready to attack you. There's no way in the world you would accept Australia/the USA/EU/UK putting up with that from Russia or China but any suggestion of China establishing a naval base in the Solomons 3000Ks away or two Chines frigate in international waters off the coast of Australia and you're automatically talking about China crossing red lines and portraying yourselves as helpless aggrieved victims.
