What about have waste water instead of clean water used for flushing toilets as seems a bit decadent that the water we brush our teeth with and wash our dishes with (gray water ) is not good enough to be recycled to flush the toilet .
So maybe have a separate waste water system where the gray water goes to a individual homes collection tank (or a municipal tank) and with minimal cleaning is then is pumped back to recycle for toilet flushing where it then goes finally into the sewer system
Also Christchurch lost its water supply because of the earthquakes , a " be mellow if its yellow " advertising campaign was started getting people not to flush if it was just pee , the habit has court on and many still do not flush , a toilet with 3 settings for the gallons flushed would be worth considering with one tiny setting for just pee .
Another option is composting toilets anyone who has been to Asia will have seen the many types of toilets they have while normally unhygienic there are some interesting innovations some even creating methane for cooking.
Also dish washing machines use both less water and electricity than hand washing so probably need to be promoted more
