I’m coming around to the admittedly speculative theory that it all has to do with the effort to allow the President to stay in power. All these projects with high national priority, like Caborra Bassa, are claimed to be at risk unless the current govt remains in power to see them completed. So everything just gets put on hold until AFTER the plebiscite to approve the changes. Puts the statement by Mines Permanent Secretary about PPSA in late 2026 - AFTER the plebiscite - in context. Why else would it continue to be delayed?
How else can one explain the lack of progress after the “weeks, not months;” multiple claims of “imminent;” agreement “finalized;” expected to be signed Jan; expected Q1; just waiting for a spot on the President’s calendar? There clearly is something at play here other than govt ineptitude. Something deliberate.
Is it, as Oz suggests, that the govt just doesnt think Invictus is up to the job? That they have China or Algeria whispering in their ear? Or is it just local politics, and wanting to use Invictus as another prop to ensure the current kleptocrats stay in power.
