Not necessarily. They are stating the obvious that they are frustrated, as we all are. We all thought the PPSA would have been signed months ago. I think the focus is more on that they are still working on other things while they are waiting. We need the whole article to get a better context imo. However, I am surprised they have admitted to being frustrated. They really don't want to say anything that might be interpreted as criticism of the goverment, imo.
I am also wondering if this was based on the London presentation rather than recent comments. Just a thought, given the topic was challenges and opportunities or something similar.
