People who are alcoholics are refused liver transplants.
If cigarettes were released today as a new product they would be banned. Anyone stupid enough to smoke or vape deserves what they get, likely a shorter lifespan. As far as I'm concerned you can't tax tobacco products high enough, make them $100 a packet.
