    Immigration dep't blasted over contracts

    Immigration department officials kept such poor records for services contracts at overseas detention centres there is no paper trail showing who authorised payments totalling $1.1 billion in taxpayer money.
    The Australian National Audit Office released a damning report on Tuesday into the contract management of garrison support and welfare services at the Nauru and Manus Island detention centres.

    The department's efforts had "fallen well short of effective contract management practice", the audit said.

    The audit examined billions of dollars worth of contracts from 2012-2017 signed under both the previous Labor government others under the coalition government.

    The audit found key records were not created, could not be found or were incomplete.

    The audit revealed the immigration department and service provider Transfield (now Broadspectrum) established so-called "pick lists" for pass through costs.

    "One pick list included pre-approved monthly limits of $4.4 million for Nauru and $5 million for Manus Island," the audit said.

    "The effect of these limits was that potential expenditures of up to $112 million per year would not be directly assessed for value for money by the department."

    Poor record-keeping also had affected the department's capacity to satisfy accountability requirements and protect the commonwealth's interests, the audit said.

    One example cited was the failure of the department to update its asset register and advise Comcover of new facilities in Nauru valued at $75 million.

    "As a consequence the facility was not insured when it burnt down in a riot in 2013, shortly after being commissioned," the audit said.

    The audit raised concerns about the privacy of asylum seekers at the detention centre in relation to video footage captured by subcontractor Wilson Security guards.

    The immigration department agreed to the audit's recommendations to lift its game.

    "The department disagrees with the claim that a large volume of payments were not appropriately authorised," the department said.

    "The vast majority of these payments were fixed monthly contractual fees which are dependent on the numbers of residents in the (immigration detention centres)"
    Broadspectrum responded that it believed its compliance with contractual obligations had been "exemplary".
    KEY FINDINGS:
    * Substantial contract variations totalling over $1 billion were made without a documented assessment of value for money.
    * $1.1 billion of money was approved for spending by immigration department officials who did not have the required authorisation.
    * There were no department records of who authorised payments totalling $1.1 billion.
