the registration of service providers is the key to eliminating services rorts and scams. this is the biggest problem in the NDIS as it was left by the LNP for service providers to claim by invoice to whatever costs they believe was incurred; not satisfactory. unchecked by humans invoices were paid out automatically.
over 90% of service providers were not registered. there was no means of checking the validity of services or billing. this is what this move is designed to fix - permanently (I hope, if they get it right).
