Were it the case that water could be sourced, responsibly, from one or more bore holes, don't peeps think that the BoD would have looked at that a lot sooner than they, or their predecessor BoD started looking at piping the water in from the distant reservoir or constructing surface water dams? Bore holes would be a lot cheaper and environmentally safer than dams. Whether extraction permits for these could be obtained is another matter entirely. Maybe they have been told that's a non-starter?
