I have worked in such an environment. I found maintaining a professional level of communication and behaviour earns the respect of the most hardened criminals. Of course everyone is different and there are always some who are so angry within themselves that nothing can ever be done that establishes respect, but overall, if you've earned the respect of the toughest, others too will see this and the general change that ensues is palpable
The problems in the US are complex (what an understatement) and derive from the dominance of right wing views that mean there is very poor access to health, education and social assistance. A land where guns are common creates a general sense of fear and if police act arrogantly, aggressively, are threatening or belligerent then naturally those who are most severely oppressed by police will react in fear and aggression.
Cops are indeed human and fallible. The reports of police behaviours over decades tell the story of overwhelming sense of power dominance by police and very rough treatment of anyone not in compliance with individual police values. The standards of conduct are one thing, the culture of machismo and hung-ho aggression, profiling people and "being tough" on crime etc goes a long way toward the explanation of why these situations continue to occur.

I think of that sort like Dillon Vollenger and the bloke who forgot to bring him a bag of lollies.
