When you deport an undocumented population the demand for housing goes down, as does the cost and ability to pour the slab, and finish of all the other parts of the build. People can't live in houses without roofs. Without the demand the CRH deal is on hold until housing starts pick up enough to cover all the excess bricklayer supply. Adding 300 Hadrian's in a downturn would lead to very cheap bricklayer wages to compete with. It is likely a smaller deal will go ahead later.
