So, lets say we pay 26c per litre of fuel as tax to fix the road damage. If cars do 1000 times less damage, the trucks should be paying more? Maybe we should pay 2.6 cents, and trucks 1000 times more, ie $20.60 per litre of fuel ?
big trucks do 10,000 times the damage - how much should they pay? $200.60?
WTF you really want to implement user pay? Then do it properly - don't just pick some easy targets.
