From my reading the authorities are wary of stirring up ethnic and religious tensions with the populace on edge fearful of further attacks reminiscent of their recent civil war.
They have reportedly made arrests among a group of radical Muslims.

The name roughly translates to “a group in the name of oneness of God.”
