I think you guys need to study the DRC a bit closer
and how it all works there.
JORC (2012 ) code , no way at the time they stared looking 5 Months ago ! Now quoted under the SAMREC code , thats would of been what the boys were targeting. Way easier to come up with something Big with High Grades ! SAMEREC = Local ownership

Before anyone says what good is a SAMREC code , they can be converted to JORC ( 2012 ) Code if all the information is to hand , and in a relatively short period of time.
Example VEC: 21st December 2017 VEC announce Adidi-Kanga Gold Project , it has a resource (quoted under the SAMREC code ) of 2.9 Million Ounces. Now on the 5th February 2018 VEC announces a conversion from SAMREC code to JORC (2012) code , and a increase from 2.9milloz to 3.2milloz , In under 2 Months !
The point is , there will not be any Giant JORC complaint resource sitting around the DRC , but there will be a number of High Grade SAMREC code resources available the can be easily converted
Ps. I would say the conversion from SAMREC to JORC is well underway ( In my opinion) keep your eyes open for these guys, BM Geological Services (“BMGS”)
