think what they are saying is that the resource is scandium oxide, but the elemental weight of scandium is slightly lower due to the elemental weight of oxygen.
pure scandium is not sold, unless for high tech or research in small quantities
Scandium oxide has industrial uses, solar cells etc.
so they would never aim to process or mine for pure scandium.
