    I have heard that ministers and secretaries are duty bound to support the leader in the spill motion. [If the motion is successful, there is no leader so no obligation to support anybody in the leadership ballot]  Then I heard it was a secret ballot in which case that "duty" would be unenforceable. I just heard Philip Ruddock on the radio. He says it's a party without many written rules, just loose conventions and it is Abbott's call how the caucus meeting is run. He can insist on a show of hands if he chooses.

    Is Ruddock right? He is the chief whip so he is right, even if he is wrong.
