    From the article we might assume??

    1. That it is a relatively small group (of rebles?) causing concern.

    2. That a number of "agencies" are swiftly taking action and working together. When these groups are working together they become an overwhelming force.

    3. It is in the interests of all to ensure a speedy resolution with minimal impact on international concerns about Congo stability.

    In all a positive outcome to what could appear (could) to be a worrying outbreak of conflict.

    "There's a hole in the bucket" but the hole has been discovered, attended to and repaired.
    The bucket is still full.
    Not half full!!!!
    Or half empty!!
