Your water allocation is majority paid for whether it is provided or not. That's right, as a farmer you get to pay for something you don't receive. Could you imagine ringing up a business and ordering goods , being asked to pay in advance, then when you arrive to pick up your order, the store says, sorry we didn't have any, but you don't get your money back. If you do actually get the water then you pay a little more again. This ensures the govt never loses, only the farmer.
Therefore the cotton industry has been developed over time, considering all these factors and long term water availability.
Cubby Station , (which is always a target ), as far as I know is licensed to take excess flood water, approval determined and given by the state govt on each individual flood event. They don't make their own rules!!.
Naturally there will always be times when the average rainfall/ river flow is non existent. You can't legislate for these events. Nor can you change heavily invested infrastructure and /or crops in an instant.

As an aside, I would also suggest your " normal" is not based on longer term cyclic conditions rather your personal limited life experiences. Snow in the Middle East happens from time to time, even in the desert. I challenge anyone to correctly define what is " normal" in terms of life and weather/ climate anywhere on the planet.
