Farmers have no control what markets they sell into . The animal is bought by a processor & after it goes through the works it will end up in many different places & as more than 70% of our beef is exported it is obvious where most of it will go.I have been involved in wagyu cattle through the whole cycle breeding , feeding & processing & I can tell you the market for the top quality beef we produce can rarely be afforded by local consumers  in fact if we depended on  domestic demand we would not have an industry . True the export market drives local prices .My remarks re top beef is not confined to wagyu , all beef is targeted at export mainly via feedlots.
