I dont think inter-connecter costs where included in the other report, it must just comparing generation costs.There is an older report saying it would cost $1b for a 2nd interconnector, and that the transmission costs arent that significant overall, but still not worth doing without an extra 1000MW of generation in Tas, which looks doable.
I think there needs to be a second interconnector to ensure Tas has reliable and efficient power (incase outage in one of them), and also just to help Tasmanian draw on its strengths for mutual economic benefit.
