Sorry, too unbelievable.
It's damn hard to kill a 100 out of a people even if you concentrate all your efforts on them. To take them out accidently without one survivor isn't possible. That's the first thing. Secondly any WMD can be traced back to it's country of origin. That applies to nuclear, biological, viralogical, neuralogical, etc. Remember the anthrax terrorism in the US. That was quickly identified not only as US cultured anthrax, but the originating laboratory was pinpointed.
