peaceAKKI has a point here. The police should have asked him if he was mentally disturbed. Whether he would like to have access to a psychiatrist before the police considered shooting him. Requested permission to take a blood sample to determine if he was high on drugs, whether prescription or illegal. Surely the police have forms or questionnaires that potential police killers could fill in so that the police can work out what sort of restraining action should be tried first? A leg shot if he was on prescription drugs, for example (having checked with the chemist first that they had been legitimately obtained, of course), or a chest shot if he was high on ice.
