I'd see it this way germainst.

guilt = fear of divine or universal punishment.  Guilt actually depends upon belief in a judging universal prime mover (or God).  If someone ever feels guilt, he believes in God even though many argue against the notion.

shame = feeling some sense of 'badness' or 'wrongness' just for being who you are.  A basic unworthiness or inadequacy in some sense.  Doesn't require a god, but does require other people to do the judging.  Often they are not even judging, but we think they are.

Guilt can be overcome by two means - 1) living a perfect life (yeh right!) or 2) realizing there is no separate self (ie. enlightenment).  Since 1 in 1 million realize enlightenment, we all get to live with guilt in some degree or other.  Sh1t eh?!!

Shame can be overcome through the courage to be who you are and by reinforcing internal self-talk relating to "basic inherent goodness".  It amounts to telling oneself stories of 'goodness'.  It's all fake, but it feels better than telling yourself stories of badness.  Both are just stories we tell ourselves.
