The Maroons will assemble at a function in Brisbane late on Monday afternoon for the announcement of the team but Cherry-Evans has remained in Sydney with the Manly club.
Cooper Cronk will reclaim his number seven jersey after missing Origin II with a knee injury.
Cherry-Evans, who started his second game for Queensland in the loss to New South Wales in game two in Melbourne, is set to be overlooked for a bench spot in favour of North Queensland utility Michael Morgan.
Morgan made his Origin debut for Queensland off the bench in game one when Cherry-Evans was ruled out with a shoulder injury. He should retain his spot on the Queensland bench for a third successive game.
Canberra Raiders forward Josh Papalii is also set to reclaim a spot on the Queensland bench ahead of Roosters rival Dylan Napa.
Papalii, who last played State of Origin in game one of 2014, would take the place of Brisbane prop Josh McGuire who was ruled out of the Origin decider after suffering an Achilles injury in the Broncos' win over Newcastle last Friday.
The only other change for the Maroons is the expected selection of Newcastle centre Dane Gagai who is set to start at centre with Greg Inglis moving to full-back to replace the injured Billy Slater.
Queensland coach Mal Meninga had confirmed on Sunday that Cronk would play in the Origin decider despite withdrawing from the Monday night match against Canterbury.
Meninga had also said Papalii was the likely replacement for McGuire due to his experience at Origin level.
"We've got Josh McGuire (Achilles) out, so a person like Dylan Napa and Josh Papalii who've been in the camp through the series - Korbin Sims as well - they're the obvious answers there," Meninga told Grandstand on Sunday.
"If you look at experience then Josh Papalii's probably in front of both those two younger fellas.
"I think experience is key when it comes to deciders in Origin."
