    It was the Malaysian Prime Minister who personally negotiated with the separatist political leader to arrange for the release of the collected bodies and handover of the flight recorder to the Malaysian transport minister who personally travelled to Donetsk.
    The Malaysian Prime Minister was also the one who negotiated the site visits by the investigative team and their security force. The visits didn't go ahead because Ukraine failed to enforce the agreed no combat zone around the crash site as their supporters used the window of opportunity to proceed with their advances on the separatist positions.
    If they wait long enough the Ukraine forces might force the separatists back to the Russian border giving the investigators unfettered access to the crash site and rail infrastructure allowing them to freight out the crash debris and any body parts they find. If the separatists are forced back then the investigators will have armed security to look after them as it's the Ukraine Governments intention to allow armed foreigners on their land.
    Also due to the downing of the passenger jet Russia might be less likely to offer overt assistance to their supporters.

    It has been suggested that the recent military advances made by the Ukraine against their Russian aligned citizens and their supporters was the reason that Russia supplied them heavy armaments in the first place.
