Hi commando .. only a guess .. if the return spring lets go the control fork can disengage from the drum and jamb itself up against the crankcase .. slip the case and take a peek.
See the pic and my arrow ... you can also see the return spring (the flywheel has been removed).
Any Ducati mechanic can do the job ..
While I think .. one of the best bikes I ever owned back in the 70's was a Norton 850 Commando Interstate .. black with gold pin-stripping .. rode it all over the country .. best run Sydney to Adel was 11 hours flat-stick .. still kick myself for selling it .. sniff.
